Economic Mobility Pathways Pilot

Canada launched the Economic Mobility Pathways Pilot, which combines refugee resettlement and economic immigration.


It’s a pathway that helps skilled refugees immigrate to Canada through existing economic programs and gives employers access to a new pool of qualified candidates to fill job openings.

Who can apply for the Economic Mobility Pathways Pilot?

You must meet three sets of eligibility requirements to apply for the EMPP.

  1. Any refugee or displaced person from around the world.

  2. Individuals who demonstrated work experience, education, and language skills ( may apply under the job offer stream or no job offer stream).

  3. You must be eligible for 1 of these economic immigration programs: the Atlantic Immigration Program (AIP), the Provincial Nominee Program (PNP), or the Rural and Northern Immigration Pilot (RNIP).

  4. You are in a country where you do not hold legal status that allows you to work.

Immigrate through the Economic Mobility Pathways Pilot:

You can apply for the Economic Mobility Pathways Pilot (EMPP)

  • on your own or

  • with help from a non-government partner

There are partner organizations outside the government that can help you

  • connect to employers in Canada

  • prepare for a job offer, then apply for the EMPP

Once you have been assessed and if you are eligible, you will be connected with potential employers, and upon receiving a job offer or employment contract, you will be able to apply to come to Canada.
