Immigrate to Manitoba

Manitoba is one of the Canadian Prairies provinces and offers three streams through which you can immigrate and become a permanent resident of Canada.

As a Regulated Canadian Immigration Consultant (RCIC), people always ask me how to immigrate to this fascinating Canadian province.


I tell people that the province has three immigration streams:

  1. Skilled worker stream is for internationally trained and experienced workers.

  2. International Education Stream is for international students who have graduated in Manitoba and meet industry needs.

  3. The Business Investor Stream, is for qualified business investors and entrepreneurs with the intent and ability to start or purchase businesses in Manitoba.


Skilled Worker Stream

This stream is one of the common for workers from around the world. There are two pathways: Skilled workers in Manitoba and Skilled workers overseas.

Skilled Worker in Manitoba.

It is a pathway that nominates applicants with a solid connection to Manitoba through ongoing employment and sufficient skills, education and training, work experience and speaking either English or French, willing to make an immediate and continued contribution to the Manitoba economy.


Ongoing Manitoba employment means that you hold a valid work permit and a Manitoba company has offered you a long-term, full-time job after you have completed at least six months (continuous) full-time employment with that company as a temporary foreign worker or international student working graduate.


Unlike the Skilled Worker Overseas pathway, this is not subject to a points-based assessment.


Skilled Worker Overseas.

As an applicant, you must demonstrate an established connection to Manitoba through either having one of the following:

  1. Support of family members or friends.

  2. Have gained previous education or work experience in the province.

  3. Have received an Invitation to apply from the MPNP as part of a Strategic Recruitment Initiative.


Additionally to your connection to Manitoba, you must score at least 60 points based on five factors:


  1. Language proficiency.

  2. Age.

  3. Work experience.

  4. Education.

  5. Adaptability.

If you lack a connection to Manitoba, you are not eligible to apply under this pathway, regardless of your points total.


As a reminder, those whose occupations classified at TEER 4 or 5 (previously NOC C or D) must have at least CLB/NCLC 4 to be eligible to apply.


International Education Stream

Canada education is one of the best worldwide

International students graduating from designated Manitoba post-secondary institutions have a faster pathway to nomination. There are three pathways:

  1. Career Employment Pathway.

  2. Graduate Internship Pathway.

  3. International Student Entrepreneur Pilot.

If you are an international student who graduated in another province of Canada, you are not eligible under this stream, but may apply under the Skilled Workers in Manitoba pathway.


Career Employment Pathway


To be eligible under this pathway, you need to meet the following:


  1. Have graduated in the past three years from a designated post-secondary institution in Manitoba from a full-time program of at least one year/two semesters in length.

  2. Demonstrate a minimum level of CLB/NCLC 7

  3. Hold a full-time job offer from an eligible Manitoba employer with a minimum 1-year contract on Manitoba's in-demand occupation list that matches your completed program of studies in Manitoba.

  4. Working full-time in Manitoba, a job offer in any TEER 0, 1, 2, or 3 (previously NOC 0, A, or B) is listed in the occupation list.

  5. Hold savings for independent financial resources for six months, or you must be employed in a full-time, long-term position in Manitoba.

  6. He resides in Manitoba at the time while assessing and receiving the nomination.

Graduate Internship Pathway

Provides faster nomination pathways for student master and doctoral graduates through internships contributing to industry innovation in Manitoba. Graduates who complete the internship with Mitacs in Manitoba can apply to the MPNP immediately after graduation, whether they have a job offer.


To be eligible under this pathway, you need to meet the following:


  1. Have completed a master's or doctoral degree program in Manitoba within the past three years.

  2. Demonstrate a minimum CLB/NCLC 7 (or equivalent).

  3. Have completed a Mitacs elevate or accelerate internship with an eligible industry and research enterprise in Manitoba.

  4. You do not need a job offer at the time of application.

  5. Hold savings for independent financial resources for six months, or you must be employed in a full-time, long-term position in Manitoba.

  6. Residing in Manitoba at the time while assessing and receiving the nomination.

International Student Entrepreneur Pilot

Provides up to 20 (per year) international students who have graduated in Manitoba the opportunity to pursue entrepreneurship rather than employment.


Once the applicant meets the conditions of their Business Performance Agreement, they are nominated for permanent residence.


If you are an international student who graduated in another province of Canada, you may be eligible to apply under the Entrepreneur under the Business Investor Stream.


You must meet the following requirements:

  1. A business plan.

  2. Have operated the business as a senior manager daily in Manitoba for at least six months before nomination.

  3. Hold at least 51% ownership of the business equity.

  4. Have a minimum level of CLB/NCLC 7.

  5. Have completed a full-time post-secondary program in Manitoba for at least two years.

  6. Studies, work, or business experience outside Canada will be considered beneficial but not an eligibility requirement.

  7. Be between 21 and 35 years of age.

  8. Have a valid open work permit at the time of application.

  9. Have continuously resided in Manitoba since graduation, and intend to live in Manitoba after nomination.

  10. A deposit is not required, but a minimum net worth is not an eligibility criterion; however, net worth and the source of funds will be considered for evaluating your potential to execute your business plan successfully.

  11. Funds for independent financial resources for twelve months. Business Performance Agreement (BPA) must be signed before the MPNP issuing you an approval-in-principle letter to implement your business plan.


Business Investors

It is intended for qualified business investors and entrepreneurs who intend to start or purchase businesses in Manitoba.


There are two pathways available:

  1. Entrepreneur Pathway, is for applicants seeking to open a business in Manitoba.

  2. Farm Investor Pathway, for those intending to establish and operate a farm operation in rural Manitoba.
